What to build

The app-wide default Slot order can be edited in app Settings. New Projects copy it. Today it can't be edited anywhere: defaults.json seeds each new Project's category order, but the only editor is the per-Project Slot order page from #47. See User Story 109 and the #10 Resolution: "New Projects are seeded from an app-wide default order, also drag-and-drop editable in app Settings."

There is no app Settings screen yet. This ticket adds a minimal one, and the Slot order is its first page.

Acceptance criteria

An app Settings screen, outside any Project, reachable from the menu bar and from the start screen
A Slot order page on it that edits reference_category_order in <config_dir>/defaults.json, using drag-and-drop plus ↑/↓ like Project settings → Slot order (reuse DragList.svelte and categoryLabel)
Saving refuses an order that doesn't name each category once, and writes the file atomically
A Project created afterwards copies the new order; existing Projects keep theirs (defaults are "copied into a Project at creation and never read again")
Not undoable through the Project undo log, which is per Project
Tests: core round-trip of AppDefaults save and load, and a new Project picking up the edited order
