What to build

Re-export keeps the editor's links working and deletes nothing. See User Stories 201 and 202.

Acceptance criteria

Re-export is driven by the previous manifest: skip unchanged, overwrite changed Renditions, rewrite timelines and metadata, move dropped clips to _Removed/<date>/
All writes use temp files and renames
A warning shows before switching Circled only on
Tests cover each sync case against a temp package
