860fc94 finished the semantic-analysis phase and updated the RFC bodies, but
every status row still read Planned / Partial. Since docs/rfc/README.md is
the index for that folder — and its own preamble says a Planned RFC "is a design
of record, not a description of the current build" — a reader following the map
was told the built half of the compiler wasn't built.

Docs only, no code touched.

  • RFC-0016 — Implemented. The row keeps what is genuinely still deferred:
conformance checking and vtable layout (open question 6) belong to the phase
    that consumes the HIR.
  • RFC-0023, 0025, 0026, 0027, 0028 — Implemented.
  • RFC-0024 — Implemented, and the row now carries the correction 860fc94
made in the body: a union-typed parameter is union-passing, not monomorphized.
  • RFC-0006 § Status of the consumer claimed expansion was "a planned step of
the semantic-analysis phase". parser/src/parser.rs:805 has called
expand_string since RFC-0027; the paragraph now says so.
  • docs/rfc/README.md — the seven index rows flipped to match.

Verified on this branch: cargo test --all green (332 passed, 0 failed) and
.known-red holds no test names.

`860fc94` finished the semantic-analysis phase and updated the RFC *bodies*, but every status row still read `Planned` / `Partial`. Since `docs/rfc/README.md` is the index for that folder — and its own preamble says a Planned RFC "is a design of record, not a description of the current build" — a reader following the map was told the built half of the compiler wasn't built. 860fc94 finished the phase and updated the RFC bodies, but left every status
row saying `Planned`/`Partial`. The index in docs/rfc/README.md is the map for
that folder, so a reader following it was told the built half of the compiler
was a design of record.

- RFC-0016 — Implemented; notes that conformance checking and vtable layout
(open question 6) stay deferred to the phase that consumes the HIR.
- RFC-0023, 0025, 0026, 0027, 0028 — Implemented.
- RFC-0024 — Implemented; the row carries the correction 860fc94 made in the
body, that a union-typed parameter is union-passing, not monomorphized.
- RFC-0006 § Status of the consumer said expansion was "a planned step"; the
parser has called `expand_string` since RFC-0027.

Docs only: `cargo test --all` is green (332 passed) and `.known-red` is empty.
