Closes #81.

Records the app-shell decision from the prototype/app-shell prototype:

ADR-0006 covers the shell and design language:
- a workbench of up to two Panes, with no tabs
- Bits UI primitives, PaneForge splitters and our own CSS tokens
- the Section list and route map
- Queue panel and status-bar placement, and the multi-window model
- the design tokens and badge styles
CONTEXT.md gets a new App group with Section, Pane, Secondary window and Queue panel.

The verdict and the variants compared are in the #81 comment thread. No code changes; the scaffold ticket builds this.
